Philip S. Dial, FSA

Mr. Dial has been a consulting actuary with Rudd and Wisdom, Inc. since 1971. He became a Senior Principal of the firm in 1975.

Professional Designations:

Mr. Dial is a Fellow of the Society of Actuaries (1973) and a Member of the American Academy of Actuaries (1976).

Expertise:

Mr. Dial’s primary area of expertise is in the design and financing of health and welfare plans including extensive experience in risk evaluation; design of requests for proposal (RFP); evaluation and selection of insurance, reinsurance, managed care and pharmacy benefit management arrangements; design of alternate funding mechanisms and provider risk sharing models; preparation of actuarial cost projections; determination of self-funded plan contribution rates and liability estimates; development of life, disability and dental insurance pricing, negotiation with carriers; evaluation of provider networks; and determination of postretirement benefit liabilities. He serves as consulting actuary for two of the largest public employee health benefit programs in Texas for whom he has provided legislative impact evaluations, assistance with legislative appropriation requests and testimony before legislative committees. Mr. Dial has extensive experience in the communication of complex actuarial and risk-related issues to non-technical personnel and is an author and speaker on health care and other insurance related topics. Mr. Dial also serves as consulting actuary to association insurance plans, including self-funded MEWAs, and has assisted in the creation and operation of some of the most successful association captive insurance companies in the country.

Education:

Mr. Dial is a graduate of the University of Texas at Austin with a BBA in Actuarial Science (1970). He also holds a Master of Actuarial Science degree from the University of Michigan (1971).
